INTRODUCTION
1.1 Background of the Study
Education can be defined as the acquisition of skills in a formal, non-formal or informal, way to enable an individual live well in the society. Oniyama (2008).Since 1842, when formal education took place in Nigeria, many issues have risen within the context of educational development in the country.
A modernization will have it, Nigeria educational system came into existence as a result of enhancing a developed educational system actualizing goals that are buttressed by the 1969 National Curriculum Conference which was held as a result of general dissatisfaction in the system of education.
In order to the illustrative, the first edition of “Education, Published in 1977 by Ajuar, states that one of the significant features of education is its adoption of continuo us assessment mode by evaluating student's learning and achievement.
The National Policy on Education also made ways for achieving possible goals on the educational system.
The New National Policy on Education Federal Republic of Nigeria (2004) clearly states in paragraph "9",section "9",that education assessment and evaluation shall be liberalized by their being based in whole or in part on continuous assessment of the progress of the individual. For primary education level, the policy states that promotion from one class to another shall be based on continuous assessment and that the primary school leaving certificate shall be based only on continuous assessment and shall be issued locally by the head teacher of the school.
