Criteria for the Implementation of Teachers Empowerment Policies in Enugu State Post-Primary Schools
The
implementation of teacher’s empowerment policies is the actual offering of those
empowerment opportunities, privileges and incentive to teachers. Where these empowerment
policies
are offered without strictly applying the laid down criteria the non deserving;
teachers may be favored and as such the essence of such empowerment policy or
policies may be defeated.
To this end Dibie (2008) argues that, an empowerment
policy or programme can only achieve its objectives or goals if it is properly
directed to those it is meant for. Many policies have been formulated for
teachers’ empowerment in Enugu state secondary schools and some of these
policies are in-service training policy, staff promotion policy, scholarship
scheme policy and mandatory continuing professional development programme.
The
implementation of these policies in Enugu state secondary schools depends on
certain criteria. These criteria are discussed below:-
Criteria for Approving In-service Training for Enugu State Secondary School Teachers:-

In-service
training is a type of study leave granted only to a confirmed service staff. Approval
to embark on in-service training is meant to be on merit after the staff must
have fulfilled the above laid down criteria.
The researcher ascertained whether
approval is granted to Enugu state secondary school teachers in line with the
laid down criteria.
Criteria for staff promotion of secondary school teachers in Enugu state:-

Again,
public service rule has it that, the minimum number of years that a staff in
service must spend in a post before being considered due for promotion are as
follows.

a staff is due for promotion, he or she is expected to be promoted on the basis

staff promotion of Enugu state secondary school teachers to determine whether
it is done in line with the laid down criteria.

for Awarding scholarship to secondary school teachers in Enugu state are;
i. Letter

a qualifying examination

A
staff in service can be awarded a scholarship. It is a study leave with pay. Scholarship
is necessary to enhance the performance of the staff and to add value to the service.
Award of scholarship is meant to be on alter the staff have fulfilled the above
laid down criteria.
Criteria for approving mandatory continuing profession Development programme
For Enugu state secondary school
teachers.
i. Possession
of professional teaching license
ii. Evidence
of up-to-date payment of Annual TRCN subscription.
iii. Not
being an Ex-convict
iv. Evidence
of Medical fitness
v. Passing
a qualifying Examination

(TRCN) coordinates programme for only registered teachers. According to FRN
The mandatory
continuing professional development programme will run for a cycle of three
years. This implies that every registered teachers has a grace of three years
to earn the minimum credit units stipulated for his or her level of the
education system .... A teacher must be physically present and receive a certificate
of attendance in any programme to earn credits allotted to that category of
MCPDP.
The
table below shows the compulsory categories of MCPD programmes that must be attended
(and the minimum credit to be earned by each teacher in the period of three
years.

Teachers
are however advised not to relent in their participation in MCPDP programmes
after earning the minimum credit units. The credit units are defined as the number
of hours spent on qualitative training. For instance by:
a)
Attending a four-day capacity building
work-shop during which at least seven hour are spent each day on qualitative
training activities. A teacher earns the following credit units: 4 days x 7
hours = 28 credit units.
b)
Participating in four-day annual
conference of registered teachers, a
teacher can earn 20
credit units.
c) Taking part in a short course of
four-day workshop organized by employers of teachers or recognizes teachers
union or associations, a teacher can earn 20 credit units.
