LOW LEVEL OF FUNDING IN SEX EDUCATION AMONG SECONDARY SCHOOL STUDENTS
The low level of funding of vocational technical education has been a problem in the implementation of quality teaching and examination of vocational technical education in Nigerian schools and colleges. The strict implementation of this type of education will remain elusive without competent vocational technical teachers, many of the institutions of higher learning producing vocational technical teachers due to low level of funding, lack equipments, accommodation, (workshop), training materials and money for maintenance of equipment. Ebenebe (1991) called on the government to increase the funding of technical education by stating that “for technical institutions to perform their educational and training assignments properly and thus produce the right caliber of people that can win the respect of industry and public, they need to be adequately equipped. Vocational technical education is practical oriented, the absence of equipments and facilities due to poor funding is bound to affect the competence of the products and subsequently the implementation of vocationalising the secondary schools.

LITERATURE REVIEW ON THE EFFECT OF CHILD ABUSE ON THE ACADEMIC PERFORMANCE OF SECONDARY SCHOOL PUPILS
Child abuse or child labour are becoming a universal phenomenon in the current world societies despite the fact that child’s rights are being recognized and to some extent, protected by legislations and constitutions in many country/countries of the world. Child abuse has been defined by the African network for the prevention and protection against child abuse and neglect (ANPPCAN) as the international and unintentional acts which endanger the physical, health, emotional, moral and the educational welfare of the child. Abuse of a child is anything that causes injury or puts the child in danger of physical injury.
The Relevance of Sex Education to Moral Values and Academic Achievement
Formal education is needed to provide the child adequate information about his or herself. Sex education is designed to answer questions which young people ask about sex and marriage. For example, an adolescent child between 12 to 20 years of age, suddenly becomes aware of the changes that are taking place in his or her sex organs and therefore seeks various avenues to get answers to these sexual urges. It therefore become necessary that the young and old alike should acquire a good background of sex education and marital guidance for happy home life which is the bedrock of academic excellence in schools.

Today's Teenagers: How to Handle or Teach Sex Education and who should Teach it
Many parents and even professionals see the young teenagers as having a greater tendency of anti-social behaviour and promiscuity. The real increase in teenage sexual behaviour over the last decades is not only in the area of sexual intercourse but in the area of petty behaviour types that have worked out by teenagers themselves. A comprehensive understanding of teenagers requires knowledge of youths consciousness, or the personal factor aspiration, attitudes, beliefs that enable young people to sustain intimate and lasting social relationships.
Sex Education and Adolescent's Health
Much progress has not been made in this regard and thus is so because some people still believe that education promote promiscuity and thus oppose programmes that provide access to having full information on it. Sex education is a lifelong process of acquiring information and forming attitudes, beliefs and values about one’s identify, sexual development, reproductive health, interpersonal relationship, intimacy, body image and gender roles. It addresses the biological, socio-cultural, psychological and spiritual dimensions of sexually. Now, two major reasons make sex education a subject any nation cannot afford to treat with levity. These are:
Sex Education and Marriage
Sex and marriage touch very intimately in the personal and private life of every human being. The way each person responds to sex urge and the demand of marriage not only reveals the quality of that individuals life but also determines the kind of society we collectively build for ourselves and what we want to pass on to the succeeding generation.
Meaning and Concept of Sex Education
There are misconceptions and controversies as to the meaning of sex education. As a matter of fact, confusion and misinformation set in as to the scope and content to be covered. These controversies are more when considering the reasons for sex education, what to teach, who should teach it and whom to teach it to. In this regard, the concept of sex education has been seen in different ways by different scholars. Nawajei (1995) reported that sex education is a term frequently used by many persons but scarcely understood by many. According to him, sex education is a procedure to meet the challenges of life that have their centre in sex instincts and inevitably came in some form into experience of every normal human being.
